Part 1: Navigating the Legal Landscape of Education Abroad

At this virtual event, education abroad professionals from across the state are invited to learn more about the evolving legal landscape of education abroad from William “Bill” Hoye, Executive Vice President, Chief Operating Officer, and General Counsel at IES Abroad. Through the discussion of relevant, real-world examples from education abroad-related litigation and case law, attendees will gain insights into important health, safety, and risk management considerations and best practices.

Part 2: Pool-side Chat and Practical Strategies

Following Bill Hoye’s insightful presentation on education abroad-related lawsuits and case law, this pool-side chat will offer an engaging and informal platform to delve deeper into the implications of his guidance. This session will focus on digesting the information shared, discussing emerging trends and issues, and sharing best practices. Panelists, including Anna Hayes (Duke University) and Suzanne LaVenture (formerly Davidson-Davie Community College), will explore practical strategies for navigating university structures and uncover lessons learned. Join us for an inviting, organic conversation designed to help operationalize legal insights into effective education abroad practices.

About the Facilitators

Bill Hoye

William “Bill” Hoye is Executive Vice President, General Counsel and Chief Operating Officer at IES Abroad. Bill previously served as Associate Vice President, Deputy General Counsel and a Concurrent Professor of Law at Notre Dame. He also was Faculty Editor of The Journal of College and University Law, the nation’s leading scholarly law review on the law of higher education. He is an expert in legal and risk issues involving international programs. Bill has given over 100 presentations and lectures, published many scholarly articles, and been quoted in The Washington Journal, The Chronicle of Higher Education, Inside Higher Education, NPR, the BBC, USA Today and The New York Times.

Anna Hayes

Anna Hayes is the Director of Global Health and Safety at Duke University. Anna previously served as the associate director of global programs at Kenan-Flagler Business School at UNC, where she was the lead operations officer for faculty-led and exchange programs. Prior to UNC, Anna was assistant director in NC State’s Study Abroad Office, where she oversaw risk assessment strategy, the development of health and safety resources, and pre-departure health and safety trainings for both global program students and program leaders. Anna holds degrees from UNC-Greensboro and NC State and expects to earn her PhD in Educational Leadership, Policy, and Human Development. Anna is an active leader, trainer, and mentor in the field of international education.

Suzanne LaVenture

Suzanne LaVenture is the former Director of International Education at Davidson-Davie Community College, having recently retired after 29 years of service. Suzanne participated on a 2016 Fulbright International Educators Seminar in Russia and serves as a Fulbright alumni ambassador. She has decades of experience working with international students, Fulbright Foreign Language Teaching Assistants and Fulbright Scholars-in-Residence. Suzanne also led and managed short-term study abroad programs for over 20 years. She helped create the NC Scholars of Global Distinction program, which has been replicated in 30 other colleges. Suzanne holds degrees in Spanish from Wake Forest University and the University of Illinois at Champaign-Urbana.
